Its purpose is to enable project managers (PMs) to deliver solutions and benefits to their organisations by effectively managing the entire lifecycle of their projects.

It has been created with the needs of European Union Institutions and projects in mind, but is transferrable to projects in any organisation.

PM² Project Management Methodology Guide implements the following EIF recommendations as explained below:

  • Recommendation 2 | Openness

    PM² (Guide, artefacts, etc.) is released as open (reproduction and reuse are authorised provided the source is acknowledged) and can be used by anyone in the public or private sector for free. 

  • Recommendation 5 | Transparency

    Using the open management methodology of PM² to manage project work/change in a public administration facilitates/enables visibility inside the administrative environment and warrants citizen’s checks and understanding of how the administration works, how it makes decisions, how it organises/governs its projects etc.

  • Recommendation 6 | Reusability

    PM² is currently reused by the EC and numerous other European institutions (ECB, EIB, ESM, SRB, OP, Council, CoR, etc.) and it is available for free for all other parties. It can become the common “project” language, especially for projects that are run across borders as well as involving different institutions (private and public sector).

  • Recommendation 12 | User centricity

    PM² incorporates elements from a wide range of globally accepted project management best practices, described in standards and methodologies, as well as operational experience from the different EU institutions and proposes governance focusing on stakeholder needs. PM² is currently in the process of further solidifying user-centricity by introducing User Experience concepts in its offering and reviewing all material to reflect user needs.

  • Recommendation 15 | Security and privacy

    PM² is a project management methodology and it supports the establishment of processes. Thus, it can be used to guide the definition of a common security and privacy framework.

  • Recommendation 16 | Multilingualism

    PM² is currently available in 11 languages and it is supporting crowd-sourced initiatives to have it translated into all European languages. 

  • Recommendation 17 | Administrative simplification

    PM² includes a comprehensive set of artifacts/templates that facilitate communication between the project stakeholders, ensure appropriate monitoring/control and also assist in reducing the administration overhead of adapting/creating a project management methodology every time a new project starts. At the same time, by incorporating Agile values/principals (by design) PM² allows for tailoring/customization depending on the specific project/organization needs which also impacts favorably the administrative burden involved in managing projects.

    PM² is a project management methodology and it is important to implement a PM methodology when documenting and managing standards and specifications.

    PM² is a project management methodology and it can provide a structured, transparent, objective and common approach to assessing and selecting standards and specifications.  

  • Recommendation 25 | Integrated public service governance

    PM² outlines a structured approach to the project's governance by defining the structure, roles & responsibilities, and the decision-making process for the stakeholders involved. These elements are fundamental for integrated public service governance.

  • Recommendation 26 | Integrated public service governance

    As a project management methodology, PM² foresees the setting up of change management plans.

  • Recommendation 28 | Organisational interoperability

    PM² includes the definition and formalisation of business processes. Thus, it fosters organisational interoperability.

    As a project management methodology, PM² incentives the formalisation of organisational relationships.

  • Recommendation 30 | Semantic interoperability

    PM² defines the relationships between strategy, project, programme portfolio and operations.

  • Recommendation 41 | Open data

    As a project management methodology, PM²  can support the establishment of procedures and processes to integrate the opening of data
    in your common business processes, working routines, and in the development of new information systems.
